Philip Brown

Philip has over 30 years of experience in planning and resource management, as a consultant over the last decade, and formerly as a senior manager in the public sector.

His broad experience covers all aspects of planning work, including resource consent applications, preparation of district plans and private plan changes, and preparation of notices of requirement for designations.

Philip is an experienced expert witness, and regularly appears to present evidence at Council planning hearings and appeal hearings in the Environment Court. He also acts as an independent hearing commissioner.

When he’s not working, Philip enjoys playing football, travelling, experiencing the great outdoors and spending time with family and friends.

Director
Michael Campbell

Michael began his career in planning and resource management in 1995. He achieved a Bachelor of Resource and Environmental Planning (Honours) from Massey University and is a full member of the New Zealand Planning Institute. In July 2011 Michael achieved certification (with excellence) as a commissioner under the Ministry for the Environment’s Good Decisions programme, and was recently appointed a member of the Auckland Urban Design Panel.

He has significant experience in both the public and private sectors in preparing and assessing a wide range of resource consent applications and District Plan changes. This allows him to provide sound expertise on a variety of complex development proposals and to prepare comprehensive and thorough environmental assessment reports.

Michael has extensive experience in oral and written communication through his senior management roles, his attendance at Council hearings and through the preparation of evidence to the Environment Court. With experience in policy development, his work includes plan changes for a Research Integration Campus in Tāmaki and relocating the Metropolitan Urban Limit within the Northern Strategic Growth Area.

He has acted in senior management and leadership roles in local government with accountabilities for managing the effective and efficient processing of resource consent applications.

Michael also advises on a wide range of matters including advice on development contributions, governance, organisational design and process and procedures.

Married with two sons, Michael enjoys cycling and running in his spare time.

Principal Planner
Ila Daniels

Ila is a consultant town planner, with 20 years of experience in planning and resource management. Her broad experience covers a wide range of planning work including: resource consent lodgement and assessment, outline plan of works, hearings, privately initiated plan changes, local government policy and plan formulation, community engagement and public consultation.

She has held management positions in private and public organisations within both New Zealand and the United Kingdom and is a member of the New Zealand Planning Institute. Ila is known for her strategic, considered and outcome focussed approach.

Away from the office, Ila likes to spend time with her young family and enjoys open water swimming.

Principal Planner
Mark Thode

Mark is a full member of the New Zealand Planning Institute and has over 14 years of experience in planning and resource management. Before moving to the private sector, Mark held senior positions at Auckland Council as a Principal Planner and Senior Project Manager.

His broad experience covers the full spectrum of resource consents, including complex notified and non-notified consent processes. He has extensive experience managing large urban development areas, both in terms of consenting, and as a delegated decision maker. This puts him in an ideal position to navigate and lead development proposals through the consent process. He has also been involved in the preparation of Private Plan Change requests and submissions on both private and public plan changes, and proposed District Plans.

Mark is particularly passionate about higher density urban development and place-making, coupled with best-practice urban design that reflects an innovative approach.

Married, with a daughter and young son, Mark enjoys spending time with his family, mountain biking, listening to music and anything involving the beach and sun.

Principal Planner
Jono Payne

Jono studied in Auckland and has over 10 years’ planning and resource management experience both in New Zealand and the United Kingdom.

His experience has been within local government, including various London boroughs, as well as within the private sector, covering a range of planning work that includes involvement in high density residential, commercial and mixed-use developments, urban regeneration, urban and rural subdivision, heritage and infrastructure projects.

When Jono isn’t working, he enjoys running, football and cycling, along with spending time with family and friends. When recovering from these, travel occupies his mind.

Principal Planner
Michelle Kemp

Michelle has over 16 years of planning experience, a Masters of Resource and Environmental Planning (with distinction), and is a full member of the New Zealand Planning Institute. She has extensive national and international experience, having worked in both New Zealand and the United Kingdom. While her broad knowledge in resource management means she is skilled at identifying and addressing key obstacles to a project, she is also adept at providing solutions to ensure projects succeed.

Michelle’s expertise lies in the preparation of resource consents, including complex notified and non-notified consent processes, providing strategic and consent or plan change strategy advice, consultation and iwi engagement. She also has significant experience in presenting reports and expert evidence at Council hearings, and Environment Court, and reviewing and making submissions on planning policy at national, regional, and district levels.

She is passionate about development, working with clients in shaping projects to achieve the best possible results for them, and the environment.

An outdoors enthusiast, when she’s not in the office, Michelle loves spending time with her two children, particularly at the beach, surfing, swimming, and fishing.

Senior Planner
Lee Boyt

Lee has over 25 years of experience in planning and resource management and has held senior and management positions within the private and public sector.

Her experience covers a wide range of planning work both within NZ and overseas and includes team leadership/management of a local authority resource consents team, assessment and preparation of the full spectrum of resource consents, both notified and non-notified, experience in Council hearings and Environment Court mediation processes, strategic planning and structure planning, policy formulation and community engagement and public consultation projects.

Lee worked extensively in the United Kingdom including a senior role reporting to the Mayor of London on strategic planning applications, including a number of high-profile schemes such as: the Tottenham Hotspur First Team and Youth Academy training facility, Great Ormond Street Hospital, and the Tate Modern II.

With extensive experience within local government, Lee is ideally positioned to navigate and lead development proposals through the consenting process. She is particularly passionate about projects involving built or natural heritage, community infrastructure projects and development which delivers positive ecological/environmental outcomes.

Lee is married with three children and loves to spend her down-time with family and friends, whenever possible, getting away to the beach or out into nature.

Senior Planner
Robyn Challenger

Robyn has held planning positions in both the public and private sector and is a senior planner with 15 years’ experience.

Covering a wide range of planning work, she has more recently managed resource consent lodgement. Robyn’s experience in relation to resource consent applications includes proposals in sensitive natural environments such as coastal and protected bush areas, special character areas and heritage listed sites.

Away from work, Robyn enjoys spending time with her family, crafts, reading and hanging out with her golden retriever Billie.

Yujie Gao

Yujie is a senior planner with over 9 years’ experience in planning and resource management matters.

Her expertise spans a diverse range of issues and activities, encompassing urban and rural development, subdivision projects, commercial developments, and specialized work in sensitive areas like SEAs (Significant Environmental Areas) and Heritage areas.

She is passionate about development outcomes, and committed to working with clients to achieve good outcomes and help them navigate the complexities of the planning system.

Outside of planning, you'll find Yujie in her kitchen trying out new recipes, nose deep in a good book, or just spending time with her furry friend.

Senior Planner
Shenan Stanton

Kō Ngāti Kahu tōku iwi

Nearing ten years as a planning professional, Shenan has worked for local government, the Department of Conservation and multidisciplinary consultancies, whilst also gaining experience overseas. She has enjoyed her role at Campbell Brown Planning since the start of 2021.

Shenan aims to accomplish the interests of her clients while achieving positive outcomes for the environment and te ao Māori. She values working closely with others across a variety of projects. Shenan is motivated to create better places to live and enjoy for generations to come.

Shenan is a subject specialist when it comes to urban development and subdivision, civil engineering projects, earthworks management, coastal hazards, ecological and cultural issues, outstanding natural features and sensitive landscapes. She has assisted with plan development and appeals processes, plan changes, fast track consenting, and objection processes.

Having spent several months working with the University of Hawai’i at the beginning of her career, Shenan is particularly passionate about the role of community engagement and indigenous knowledge in coastal management and climate change adaptation.

Shenan and her partner live in their first newly constructed home north of Auckland. In her spare time she enjoys exploring with her beloved dog.

Intermediate Planner
Isobel Lee

Isobel is a town planner with five years' experience including the preparation of private plan changes and resource consents and lodgement for a range of activities, such as subdivision and residential developments. She is also an intermediate member of the New Zealand Planning Institute.

Isobel endeavours for developments to achieve the envisaged built form, whilst also working with any ecological values to ensure a good balance between development and protection of the environment. She greatly enjoys the resource consent process, from working with clients and Council through to seeing developments become a reality.

Outside of work, Isobel likes to stay active by exploring the many tracks and regional parks Auckland has to offer, whilst also enjoying spending time reading and baking.

Intermediate Planner
Zoe Rogers

Zoe is a graduate town planner and also a graduate member of the New Zealand Planning Institute. Her experience includes resource consent preparation and lodgement for a range of activities and developments, alongside the holistic analysis for site and development appraisals.

Zoe aims to facilitate a balance between the amenity for the development and the enabled scale under the Auckland Unitary Plan. She is passionate about sustainable development and the importance of working with clients to shape the best outcomes for both the client and the environment throughout the project’s timeline.

When she is not in the office, she likes to try a new recipe, explore one of Auckland’s beaches or trying out a new sport like Thai Boxing!

Intermediate Planner
Kylie Yin

Kylie is an intermediate planning consultant with over two years' experience in the realm of planning and resource management. Kylie undertakes a range of planning work including the preparation and lodgement of resource consent applications for a range of developments, alongside undertaking site appraisals and due diligence assessments. Kylie also has experience assisting in the preparation of private plan changes and plan change submissions. She is a graduate member of the New Zealand Planning Institute.

In providing planning advice to clients, Kylie demonstrates sound understanding of planning issues and is passionate about finding innovative solutions and achieving a balanced outcome that has the environment in mind. Kylie has particularly worked in and has a keen interest in the area of heritage restoration and multi-unit housing developments. Kylie adopts a client-centric approach to her work and enjoys cultivating positive and lasting professional relationships.

Beyond her professional endeavours, Kylie enjoys catching up with friends, binge-watching shows, longboarding, and hanging out with her dog Mochi.

Lisa Watson

Lisa joined the Campbell Brown team in September 2020 and comes from a strong organisational background having worked in various travel roles and for two America’s Cup campaigns.

On a day-to-day basis, Lisa ensures that the office runs smoothly and she’s willing to tackle any project, big or small.

Away from work, Lisa enjoys spending time with her family, travelling and reading. You may also see Lisa out on the road having adventures in her motorhome.

Support Pawson
Billie

Billie started her career at Campbell Brown Planning at just 10 weeks old, accompanying her Mum to the office as an intern.

As she gained more confidence Billie helped with the planning checks, but her work was often a bit ruff. She is now more settled in her role as human resources, support pawson. Billie will happily accept any form of attention from anyone who shows the slightest interest including, visitors, clients, delivery drivers and her favourite café staff. If she really likes you she will roll over for a belly rub.

Outside of time in the office Billie likes to play at the beach, swim and take the odd mud bath.
